Family PACT is a program run by the state and offers free family planning services to men and women who are low-income earners. The work of the Program is to provide services needed to establish the number of children, the timing, the spacing between children, and everything needed to have good reproductive health. What is a Family Pact Program?

Family PACT is an innovative approach by California that offers comprehensive family planning services to low-income earners who live below the poverty line (under the 200% federal poverty level). This is done through a network of family planning private and public providers. The network has over 2,200 providers and caters to over 1.1 million childbearing low-income earners in California.

The number of low-income earners who can access free family planning services through Family PACT has greatly gone up since 1997. Many needy women are reached through this Program, helping them to avoid unwanted pregnancies. This helps the state to save millions worth of public expenses. On-site enrollment of clients, broad eligibility criteria, easy access to contraception methods, and an expanded network of service providers have contributed to the success of the Family PACT program.

Eligibility for Family Pact

  • You must live in California.
  • You must be earning less income that is below 200% of the federal poverty guideline.
  • A person must not have any health insurance coverage for family planning. He or she must meet the eligibility requirements to qualify for Family Pact.
  • The person also needs to need family planning needs.

How Do I Apply for a Family Pact?

If you are an eligible candidate for this Program, then you can easily apply for it. When you get to the clinic, there are a few questions that the staff will ask you to find out if you are the right candidate for the Program. You will be given the Client Eligibility Certification (CEC) form, which needs to be filled out. Consult your provider if there is any part in the form that you have not understood. Your form will be approved on the same day if you are eligible. That is how easy it is to enroll in the Family PACT program.

The moment you are approved as a Family PACT client, and these are some of the services you stand to benefit from: You will be provided family planning services for the entire year unless your income changes for the better. Broad criteria for client eligibility

To determine if a client is eligible to go the Family Pact program, the state will confirm whether your monthly earnings are less than 200% of the FPG. Those who were screened for cervical cancer were 43%. Out of the total number of people who are enrolled in the Program, 99% of them claim that they are satisfied with the services rendered by the Program.
  • By reaching out to more needy women, Family PACT has increased the number of people receiving high-quality family planning services. Before Family PACT was initiated, the number of women getting family planning services was fewer than half of the number that we have right now. These services were given by two particular services: OFP's family planning program and Medi-Cal.
  • The number of women who have benefited from Family PACT is 58%, after 10 of operations. Medi-Cal has only served 12% of all the women who need quality family planning services.
  • Out of the total number who sought family planning services during the recession between 2008 and 2009, 57% received services from Family PACT.
