Family Pact

Family PACT is a program run by the state and offers free family planning services to men and women who are low-income earners. The work of the Program is to provide services needed to establish the number of children, the timing, the spacing between children, and everything needed to have good reproductive health. You can get services and many other health care services at Wilmington Urgent Care Clinic, a family pact provider.   • You must live in California.
  • You must be earning less income that is below 200% of the federal poverty guideline.
  • A person must not have any health insurance coverage for family planning.
  • The person also needs to justify family planning needs.

You can't access Family PACT Card if you have any other health care coverage that includes family planning, such as Medi-Cal.

Broad criteria for client eligibility

To determine if a client is eligible to go the Family Pact program, the state will confirm whether your monthly earnings are less than 200% of the FPG. This is done for both women and men who have reached childbearing age and are sexually active. The client should also not have any health care coverage.

Instant enrollment did on-site

When a client visits the clinic, the family pact provider will ask them all the questions to find out if they are eligible. If they are, they immediately get enrolled in the Family PACT program, which prevents going for multiple visits.

PROGRAM OUTCOMES

Family PACT offers cost-effective family planning, especially to those who cannot afford quality services. A cost-benefit assessment that was done in 2007 revealed that about 296,000 unintended pregnancies were prevented. The analysis also showed that each dollar spent on the Family PACT program saved the taxpayer about $4.30 in medical and social services costs. This cost is saved between the child's birth and when the child reaches two years.

  • The number of people who are now receiving family planning services from Family PACT has greatly increased.

  • The Program caters to over 300,000 adolescents every year. Men who have enrolled in Family PACT have also increased from 28,000 from 1997 to 1998 to 249,000 from 2009 to 2010.

  • Contraceptive methods were given to 69% of Family PACT clients between 2009-10. Those who received long-term reversible contraceptives are not included here.
  • Those who have screened for sexually transmitted infections from the Program are 67% of female clients who received pregnancy tests out of 40% of females enrolled in the Program. Those who were screened for cervical cancer were 43%. Out of the total number of people who are enrolled in the Program, 99% of them claim that they are satisfied with the services rendered by the Program.
  • By reaching out to more needy women, Family PACT has increased the number of people receiving high-quality family planning services. Before Family PACT was initiated, the number of women getting family planning services was fewer than half of the number that we have right now. These services were given by two particular programs: OFP's family planning program and Medi-Cal.
  • The number of women who have benefited from Family PACT is 58%, after 10 of operations. Medi-Cal has only served 12% of all the women who need quality family planning services.
  • Out of the total number who sought family planning services during the recession between 2008 and 2009, 57% received services from Family PACT.

If you received your card one year ago and it is still active, you inform the receptionist so that you can start receiving free family planning services from the Family PACT program. If you are not sure of your card's status, you should book an appointment to confirm its status. An enroller would correct your card's status if it wasn't active on the same day.


You will be asked to provide proof of California residency to know your income. This means you must provide your address, and your income must be below 200% of the Federal Poverty Level. You also need to prove that you have no coverage for family planning.


If you acquire a Health Access Programs card, it will only last for one year, and you will need to renew it. Applying for a card renewal after ten months instead of 12 months will ensure no gap in your benefits. Once your card expires, you can ask your provider to help you renew it.


The only health service that the Family PACT Program covers is family planning, which is limited to family planning solutions only. If you want more than that, you will have to get a Medi-Cal or Covered California coverage.


The California Department of Public Health, Office of Family Planning (OFP) administers the Family PACT Program. The State of California used to provide funds, but California got a Centers for Medicare and Medicaid Services 1115 Waiver in 1999.
